Try Stride 3D, it's a very much capable game engine. It uses c# for scripting and it's totally free.

The long awaited release of Football Game Engine(Indie) is now here. Football Game Engine(Indie) has been released on Unity Asset Store.
Previously known as Soccer AI, Football Game Engine(Indie) is an iteration of Soccer AI with a lot of fixes and improvements on Soccer AI. It is the first big step in the right direction. The core rules for a football game have been implemented. I will be pushing an update every month until we have a proper kit.
If you have already purchased any of the following Football Game Engine(Basic) and/or Super Goalie(Basic) don't worry, we have got you covered. Simply upgrade to Football Game Engine (Indie)
